politics and get the job done. >> ross mirkarimi is keeping his job at san francisco sheriff and says he's ready to mend fences with mayor ed lee. the nobel prize comes to stanford university. how the profess found out he won this morning and the priceless reaction. and the fire in richmond, investigators suspect lightning may have sparked it. the unusual strategy firefighters are using to put it out. "mornings on 2" starts now. good morning and welcome to "mornings on 2." i'm mike mibach. dave clark has the day today. >> i'm tori campbell. it's wednesday, october 10th. we're tracking developing news out of union city. that's where several businesses were damaged overnight in a massive fire at a strip mall. claudine wong is live at the scene where firefighters are preparing to enter the building to look for the cause of the

fire. >> reporter: good morning there are a variety of businesses here. you have a pizza shop and a restaurant. that area is the location where the firefighters believe the fire started. the smoke was spotted at about 1:00 a.m. this morning. but firefighters believe it had been burning for quite a while. it had just been in the roof area. so no one had seen it until about 1:00. the damage stretches across the strip mall but they believe it likely started at a pizza restaurant in the inside corner. >> probably that's the area where the fire started and we have to get our investigator in there. we have to make sure it is safe before we put anyone else in there. >> reporter: we did get an upclose look at the damage.

you can see the damage is extensive. even some of the other businesses that were saved from the fire did not escape water and heat damage. >> i'm so upset. i'm so worry about that -- if i lose my business for how many days, i don't know. this is my son's store. i'm very worried. >> we'll be okay. we'll be back on our feet in no matter of time. >> reporter: so ten businesses affected, one apartment complex briefly evacuated, one firefighter cut his hand and needed sketches. so just the beginning of the -- stitches. but just the beginning of this, firefighters actually put up a ladder. we can sort of see them on the roofline kind of up there taking a look at the -- taking a look at the situation. you can see water still being put on some of the smoke there. part of the issue is they want to get in there but they have

to make sure it's safe. they have been waiting which areas are unstable and too dangerous. the investigator is still on scene. they are hoping to get in there very soon. live in union city, claudine wong, ktvu channel 2 news. >> thank you. 7:03. ross mirkarimi is wasting no time getting back to work as san francisco sheriff. late last night, supervisors went against mayor ed lee and voted to put mira kimmy back on the job -- mirkarimi back on the job. his supporters cheered the late- night decision. four supervisors voted to keep him in office. seven supervisors voted to remove him. but nine were needed to permanently remove him from office. mirkarimi will receive backpay and says he will be showing up for work today. meantime, mayor ed lee issued a statement saying the

professor. professor size he hopes the recognition from the nobel prize will help him get more funding for future research. reporting live in palo alto, matt keller, ktvu channel 2 news. >> thank you, matt. happening now the bay area's newest department store has just opened in the heart of san francisco. a few minutes ago, target opened its long-anticipated store of the second floor on the metreon of fourth and mission streets. the big sign says "now open." this is a 98,000-square foot facility. it was a ribbon-cutting ceremony last night. the store is designed with city shoppers in mind. the store will offer longer

hours. it's opening at 7:00 a.m. so commuters can get their shopping didn't before they -- done before they get to work. p but are just joining us, let's check in with sal. it's been a tough commute. >> i want to mention there's also caltrain delays now. muni outbound will be late from embarcadero outbound. but the big traffic story of the morning is the big bay bridge approach. you can see the earlier crash on the bridge. it cleared about 20 minutes ago, 25 minutes ago. and traffic is still unwinding from that crash which blocked two lanes for about 45 minutes. that's a recipe for terrible traffic for the rest of the morning. 580 is very slow if you rumming -- if you are coming in from the lakeshore area.

let's move along and take a look at the san mateo bridge. some people will use this as an alternative. 8 0 is a little slow because of an earlier crash in -- 880 is a little slow because of an earlier trash in tennyson. it looks good in dublin but slow in castro valley. 7:08. let's go to steve. >> thank you, sal. a lot of cloud cover. a pretty good show last night. that continues this morning. mainly right over campbell, saratoga. it's heading towards los altos, skyline, half moon bay and pescadero. things are picking up. some of that cloud cover stretches from the sierra and

then that's pulling north. what's over us is favoring monterey, santa cruz mountain. santa clara valley. 40s and 50s. very thick fog. the low will continue to work its way south but not before it rotates in some of that cloud cover. i think as the low moves south we'll be out of the picture tomorrow. so -- partly sunny, partly cloudies and throw into the mix some partly cloudy skies with lightning and occasional showers which is happening right now over los gatos. but 60s an 70s on the temps. you start to see the low moving to southern california on friday. we'll see calmer conditions. 7:10. there's still hope for both giants as fans. >> coco crisp going back he

the next nato supreme allied commander. 130 service members have been killed or injured by afghan troops. the state department is revealing new details about the attack on the u.s. consulate in libya. this information comes after a high-profile hearing. alison? >> reporter: members of congress are demanding to know why there wasn't more security at the consulate this benghazi. what officials new about a potential threat and whether the obama administration intentionally tried to mislead the public no believing it was a random attack. republicans say denying more security was a political

decision by the obama administration. >> i've heard they wanted the appearance of normization. that's what they wanted. that fit the obama narrative moving forward. 7:16. the sky high gas prices in california may finally have peaked. aaa announced they expect to begin a downward trend after hitting record highs for the fourth day in a row yesterday. a drop of 50 cents to 60 cents in california wholesale markets has paved the way for prices to go down. that could start to happen as soon as today. the governor ordered early switch to winter blend fuel

wills have help to lower prices but that may kick in, not kick in for a few more days. earnings season is underway. two finance professors are raising questions about the quality of those reports. an anonymous survey of chief financial officers found 20% of companies used aggressive did thing methods to legally alter the outcome of earnings reports. and 40% of those downplay their numbers during the quarter so they can show improvement in future quarters. lockheed martin says it will not send out notices telling workers they could lose their jobs if congress cannot find a way to prevent automatic cuts scheduled for january. that's after the white house office said the government to cover costs if they have to lay off because of cuts.

republicans say the move is politically motivated. tom delay is asking a texas appeals court to overturn his conviction. back in 2010, he was convicted of money laundering. the republican politician was sentenced to three years in prison and has been free on bond. a new survey finds millions of californians are not registered to vote in the upcoming november 6th election. 27% of eligible adults surveyed by the public policy institute of california say they've not registered to vote. of those who are registered 43% are democrats, 30% are republicans, 21% are independents and a vast majority of those people say they are likely to lean toward the democrats than republicans. 7:18. newly-released documents show the impact of the pepper spraying incident.

for a second straight day, an australian daredevil has postponed his attempt to break the world record for the highest skydive. he planned to jump from a balloon in new mexico yesterday, 23 miles above the surface but canceled because of high winds. he plans to try again tomorrow. if he's successful, he will become the first skydiver to

break the sound barrier. the city of oakland wants an auto shop to pipe down. the "chronicle" reports that neighbors have complained about late-night noise and unruly behavior coming from the auto shop on brock hurst street. the lawsuit file has been filed and seeks $1,000 a day if the reported nuisance continues. okay sal, what's going on with the mac maze? >> well, it's very slow. the traffic damage has been done. there is a huge backup that needs to unwind at the bay bridge. with any luck we'll start to look like normal. there is a lot of slow traffic just getting to the bridge. 580 is slow back to lakeshore and it's getting worse. let's move along and take at

new video from richmond where a fire is being investigated. it started after 2:00 this morning on brookside drive. firefighters used a bulldozer to help put it out and investigators say there was lightning in the area at the time but they are still trying to figure out if that was indeed the cause. so far no errors of any injuries. a woman was found badly burned. deputies found the -- saw the woman just before 11:00 last night while responding to a domestic violence call. the woman was conscious at the time. deputies found burned clothing about a mile away in a driveway. they are still investigating the incident. 7:29. a court hearing is scheduled this afternoon for a man accused of abducting a 9-year- old girl from a san mateo school. the inincident happened at parkside elementary nearly three weeks ago.

police say 25-year-old bradley walked into the girls' bathroom, grabbed the 9-year- old girl and ran off. she managed to get away. he's expected to enter a plea today in court. the principal accused of selling drugs to an undercover officer is due in court. eric lewis was arrested last month. he's accused of selling methamphetamine, and ghg, also known as the date-rape drug. ross mirkarimi says he will be back on the job today as san francisco's sheriff. he was reinstated in a vote late last night by supervisors. tara moriarty joining us live with a culmination of legal wrangling. >> reporter: yeah, ross

mirkarimi is anxious to get back to work. mayor ed lee, obviously disappointed. a bit of the slap in the face, his very own opponent voted to keep him in office and she was joined by the other supervisors, campos, avalos and kemp. >> given that motion required nine votes to pass, this motion does not pass. [ cheers ] >> reporter: the late-night decision came down after nine long hours from mirkarimi's camp and ed lee's camp. the four supervisors felt his guilty plea just simply didn't rise to the lel offul misconduct. he will receive backpay. this whole ordeal stemmed from

this really doesn't have to do with the movie he produced. it's a probation violation. nakoula was convicted of bank fraud after he took out hundreds and hundreds of credit cards and fake names. he served his federal time in prison. some of the conditions of his probation included not using fake names anymore and not being on the internet and not asking anyone to be on the internet for him. since clips of the movie were posted on youtube, it's thought by federal prosecutors that he violated his probation and he's been using several names when the judge addressed him. he asked to be called another name. there is a bounty of at least

$300,000 on his head. that was issued by a cleric in afghanistan. that's the latest and we'll be following this story here in los angeles. >> all right. thank you, gigi. new jersey governor chris christie will join mitt romney in ohio. lomny told the des moines register that he will not -- romney told des moines register that he will not support any legislation on this if elected president. president obama is back at the white house today after also campaigning in ohio yesterday. the president has a meeting scheduled with secretary of state hillary clinton following the congressional hearing. looking into the attack on the u.s. consulate in libya. then tomorrow, president obama heads back out on the campaign trail in florida which is the largest battleground state.

arguments begin today in a landmark supreme court case that could affect who gets into college. coming up at 7:45, what the court could decide about the future of affirmative action. today's soft opening of the new target store in san francisco. alex savage is live at the metreon at 4th and mission streets. how is it looking so far? >> reporter: well, some decent crowds have shown up. the store just opened a half an hour ago. it's official. the sign says it all. it's now open. this is not your normal box store. this is what they call a city target up on the second floor. we took a tour of the place. got some video. it's sort of a target with an urban twist. 98,000 square feet. it's about 25% smaller than

most of the target stores you are probably used to. it has sort of a convenient layout. they try to make it easy to find what you need. target expects that people here will buy fewer items when they come in. but hopefully visit the store more often. this morning we talked to a woman who came to check out the new store. >> it's exciting. i don't have to go far now. just walk up to the store. >> that's your neighborhood target? >> yes. i live right down the street. >> reporter: and this was a shot in the arm for the local economy. 300 new employees were hired on to get it target store up and running at the metreon. again, today, the soft opening, the store just opened at 7:00. there are sort of some small

crowds inside. but there is an official grand opening that will happen this sunday. we're live in san francisco, alex savage -- alex savidge, ktvu channel 2 news. >> thank you. sal, what's happening on 680 in walnut creek? >> it's pretty slow. i think a lot of people have heard about the bay bridge. they decided to use 680 to head down to san ramon, perhaps get on the san mateo bridge. it's not an original idea. there was an accident near el pintato, a minor crash causing minor delays there. so 680 is not good heading down into alamo through all of walnut creek. 24 is moderately heavy. and then of course at the bay bridge we've had the big parking lot there because of an earlier crash. let's look at the macarthur maze now. you can see traffic is not improving now as we get to the

peak of the commute. 508 is backed up all the way out -- all the way out behind hide street. that's how bad it is. 80 is really backed up into richmond. let's talk about the peninsula which is happening -- northbound 101 in san mateo and we have slow traffic from 280 into 101. 85 is slow to cupertino. a very active pattern and now it's hit and miss. we have yet to get our first rin to the north. we are gating some showers today -- our first rain to the north. we're getting some showers today, los gatos, megan hill

and then gilroy and then moving to santa cruz county, santa clara county. boulder creek, la honda and skyline. all rotating around the low. there is little spokes within the wheel. that's what's happening. had a pretty good lightning show in lake county. pretty good -- we're in line. you will get some sun, clouds, showers. again, we'll repeat the process. 40s and 50s on the temperatures. antioch, 51. kind of cool for someone. the low doesn't have a lot with it but it does have instability and so the atmosphere is a little unstable. we'll pop up showers. we could get some more thunderstorms. these lines seem to be favoring around the valley for now. it is taking its cloud cover with it. but wrapping around the valley. anything could happen later on today. clouds, showers. these are hit and miss.

show weakness. the earnings reports kicking off. taking a live look at the big board, the dow is down 35. the nasdaq, though, helped a little bit by a bump in apple stock, it's up 1 1/2. s&p is flat. 200 suv trucks and cars made by toyota are being recalled. the problem is with the switch on the power windows. more than 2.5 million of the recalled vehicles were sold in the united states. owners of the affected cars should contact their local dealers.

get admitted. she argues that those with lower scores, racial issues are considered. what it is, a lot of people are wondering if the court may have five votes to invalidate affirmative action, racial preference programs when it comes to college and university admissions. back in 2003, there is a landmark decision by the high court -- there was a university of michigan case back then. a lot at stake before the high court. >> and i understand that elena kagan is gonna recuse herself because she was -- there is a conflict of interest and anthony kennedy could be a critical vote? >> reporter: yes. lower courts ruled in favor of the school at the university of

texas, therefore, it would be a deadlock an everything would be in place. i would note that i listened in on supreme court forums and lot of people pointed out that justice kennedy has never backed racial preferences and a lot of stuff on affirmative action. a lot of people don't think he will be the swing coat but a lot of people -- swing vote but a lot of people aren't sure. the woman who brought this case has now graduated from college. she ended up going to louisiana state university and since she's finished with her college work, you could say her case is moot. people are not sure if the court will do that. but they do that one out if they wanted to do that.

device used on dogs. a commercial building near downtown los angeles is a total loss this morning after a huge fire there. it started as a grass fire along the 101 last night but the flames quickly spread to the three-story building. five firefighters were treated for minor injuries. no one else was hurt. an oakland father and his children are safe thanks to people noticing his car was on fire. the man drove into the trader joe's parking lot on lang shore with flames shooting out of the car. one happened the driver escape and one woman grabbed the babies. >> i couldn't get the window

out. so i had to pull them out this way. police say a speeding suv ran a red light, hit a car, then jumped a sidewalk around 8:00 yesterday morning. crossing guard dana kennedy and a parent were seriously injured. kennedy saved her 11-year-old son by pushing him out of the way. the boy went into work with his mother because he did not have school and it was his birthday. one of the people in the suv was arrested. the other is still on the loose. >> the number of people stricken by meningitis continues to grow. health officials say the outbreak has spread to ten states from new jersey to florida. 12 people have died but doctors fear the toll will go much higher. the outbreak is chased to a massachusetts pharmacy -- pharmacy. ten minutes before 8:00,

an oakland police officer who police say shot and killed 18-year-old alan blueford will not face criminal charges. the alameda county da's office found the shooting was justified because the officer thought his life was in -- thought his life was in danger. the family and their attorney dispute that blueford ever had a gun. 7:53. there was a dramatic rescue on san francisco's pier 39 as wildlife experts work to free a sea lion from a fishing line. rescuers used a tranquilizer

dart and a net to capture the animal. >> you get it on them when they are little and it stays on and they grow into it and wear it. a high surf warning is in effect on the hawaiian island of oahu after an early arrival of the winter swell season and waves up to 20, 25 feet are being reported along the north and northshore. extreme surfers are trying to take advantage of the conditions. but lifeguards are warning big waves are dangerous. five people had to be rescued after getting caught in the rip current. if you are heading to san francisco you might get caught in pup traffic. let's check in with -- bumper- to-bumper traffic. let's check in with sal now. we're gonna lead this report with big delays on 680

in the diablo valley. northbound 680, there is an injury accident. they've opened up the left lane but the traffic coming into san rafael is coming slow. going the other way, some people may be avoiding the eastern corridor. it looks like the whole east bay getting in on this bad traffic. let's go to the macarthur maze. that's been the biggest story of the morning. the bridge affects so many people here. big backup here on 80 to richmond. on 580 it's backed up to oakland. san mateo bridge could be an alternate. the bridge itself. but 880 getting to it is gonna be slow. 7:55 let's go to steve. we have a lot going on here. some areas of fog, also some clear areas. but partly cloudy and even some rain now stretching from -- it looks like the san mateo coast along parts of the peninsula,

with inside the strip mall. that's the grocery store. there are several businesses who are suffering damage this morning. the battalion chief is with me to give us a look at really what you are dealing with. >> we believe it started in this area. it went inside the facade and traveled both ways. >> we have newschopper2 to show us some of the extensive damage. show us some of the concerns about getting in there and trying to get the investigation underway. the first concern was getting on the roof. right now, we're trying to find the cause of the fire. some of the walls could collapse either way outside and inside. we have to protect the firefighters. they have to go in and find out what happened. >> reporter: this thing was really cooking by the time you got to the scene about 1:00 a.m. >> it was really light smoke at

ross mirkarimi is keeping his job as sheriff. reinstate him after 7 months. is expected to meet with interim sheriff today. several businesses at a strip mall. live now with what we are learning about where that fire may have started and injury to a firefighter. >> reporter: behind me at this pizza house. the damage inside that restaurant is extensive. maybe wiring, maybe a stove. take a look down, you can see the damage is extensive through several businesses. as many as many businesses by the fire this morning. investigators still trying to get in there and figure out what happened. this all was spotted at 1:00 this morning. that's when people started seeing smoke coming out of the building.

but when firefighters say they got here and opened everything up, that got that fire cooking. they think it was in the roof for a couple hours before the smoke was spotted. took about 90 minutes to get it under control. right now the investigator is trying to get started. still want to make sure it's safe. >> right now the problem is getting inside and finding the cause of the fire. the building is still unstable. some of the walls are bulging out. and could collapse either way outside or inside. >> now, all morning long we were watching the business owners show up to the scene. take a look at what's left. been very difficult. there are several different types of businesses in here. restaurants, travel agencies, fabric store. talked to the woman who owned the fabric store. >> oh, my god it hurts really bad. it's like 8 years of hard work.

it's all finished. we were doing so well. we have like customer s who have bridal orders. customers who are getting ready next week and it's all done. >> we've taken a look inside her business as well as other businesses here you can't imagine much that's salvageable. even the ones next door that aren't affects, the heat damage, water damage, there's a ton of it. really a difficult morning for everyone. you can see what's left of the roof on one part of this structure. most of the roof has partially collapsed. then we can see smoke coming up from different parts of the debris. they have been coming out here in the last 10, 15 minutes putting more water on different parts. they are estimating a low estimate of 60,000 gallons of water to get it out.
